Sensitisation/Announcement on Online Postgraduate Diploma in Legislative Drafting (PGDLD)

The National Institute for Legislative Studies (NILS) is the capacity building organ of the Nigerian National Assembly and was established by an Act of Parliament in 2011. Its work is to support and strengthen the legislature in the pursuit of the ideals of democracy through research, training, legislative support, advocacy and networking.
The Institute, in affiliation with the University of Benin, invites application from suitably qualified candidates for admission into its ONLINE/E-LEARNING Postgraduate Diploma in Legislative Drafting (PDGLD).
The University of Benin awards the degrees while NILS administers, provides the facilities and the academic staff of the two institutions offer tuition. The programme will also receive technical support from the Commonwealth Secretariat, London, United Kingdom.
A. Programme Objectives
The general objectives of the postgraduate programmes are to:
i. equip legislators and legislative staff at all tiers of government and Parliaments of Economic Community of West African States (ECOWAS), with the required knowledge and skills for improved performance in legislative drafting; and
ii. provide opportunities for members of the public who are interested in legislative drafting to familiarise themselves with the practices and procedures without the inconvenience of abandoning their full-time jobs for an extended period.
B. Programme Mode, Faculty and Special Features
The programmes are available on full-time basis. Lectures are delivered during the weeks. The Faculty include legal experts in the field of legislative drafting of both the University of Benin and NILS, respectively. External Faculty from within and outside Nigeria especially the Commonwealth Secretariat, London, United Kingdom will offer support. 
C. ICT/E-Learning Platform
The programme will be delivered through MOODLE e-learning facilities with technical support from the USA based Centre for Computer-Assisted Legal Instruction (CALI) and World Association of Online Learning (WAOE).
D. Duration of Programmes
The duration of the programme is twelve (12) months or a minimum of two (2) semesters and a maximum of four (4) semesters.
E. Programme Delivery Approach
The ONLINE PGD in Legislative Drafting will be delivered online and on e-learning platforms through a series of lectures, continuous assessment assignments, end of semester course examinations and final projects (dissertations). The end of semester course examinations are to be written in NILS.
F. Admission Requirements
To be eligible for admission into the ONLINE PGD in Legislative Drafting, a prospective candidate must be a holder of a:
i.                    Bachelor’s degrees, not below a 3rd Class Division in the areas of Law, Social Sciences, History, International Relations and Philosophy from a recognized university;
ii.                  Bachelor’s Degree, not below a 2nd Second Class (Lower Division) in disciplines not closely related to Law, Social Sciences, History, International Relations and philosophy from a recognized institution with at least 60% CGPA;
iii.                Higher National Diploma (HND), Upper Credit from a recognized institution; relevant professional qualifications as well as Five (5) credit passes at the Ordinary Level, including English Language.
